ये पूरा मामला छत्तीसगढ़ के आदिम जाति कल्याण विभाग का है जहां साल 2013 में फोर्थ ग्रेड कर्मचारियों की भर्ती हुई थी।इसके तहत पहले तीन साल तक इन लोगों को कलेक्टर दर यानी कलेक्टर रेट पर minimum सैलरी दी जानी थी बाद में इन्हैं रेगूलर सैलरी मिलती। और 10 साल बाद इन लोगों को नियमित करने का नियम था। लेकिन ऐसा नहीं हुआ. रायगढ़ में 559 पदों पर भर्ती निकली, लेकिन यहां शुरू से बड़ा घोटाला कर दिया गया।
