राजस्थान हाईकोर्ट ने एक मामले की सुनवाई के दौरान कहा कि ट्रांसफर नियम सिर्फ दिशानिर्देश के लिए हैं, ना कि अनिवार्य कानून। दरअसल कैंटीन स्टोर्स डिपार्टमेंट में काम करने वाले एक कर्मचारी का ट्रांसफर जयपुर से मुंबई किया गया था, जिसके विरोध में उसने केस किया।

During the hearing of a case, the Rajasthan High Court observed that transfer rules serve merely as guidelines rather than mandatory law. The matter arose after an employee of the Canteen Stores Department filed a lawsuit challenging his transfer from Jaipur to Mumbai.
